In consortium with the University of Mississippi and the University of Southern Mississippi, Mississippi State University has entered into an agreement that will dramatically expand users' online access to Elsevier's journals. Elsevier publishes many of the world's most prestigious and heavily cited journals in the sciences and social sciences.
The basic conditions of the agreement are simple: effective immediately the users of all three of the Mississippi libraries involved in the agreement will have online access to every Elsevier journal to which at least one of these libraries maintains a subscription. That's approximately 800 titles in all, a figure that doubles the access MSU users previously enjoyed.
Currently, user's online access is to content from 2000 to the present. Beginning in 2006, however, users' access will be expanded to include (when available) content published from 1995 to the present.
As part of the agreement, MSU Libraries will no longer receive print copies of Elsevier journals. The Libraries will, however, maintain a subscription to these titles in order to guarantee perpetual online access to the years for which the University pays.
According to Frances Coleman, Dean of MSU Libraries, "The agreement demonstrates how Mississippi libraries can work together in innovative ways to serve their users and overcome the budgetary challenges caused by the rapidly inflating cost of journal subscriptions."
The agreement between Elsevier and the consortium of Mississippi libraries will last for five years, concluding on December 31, 2010. At this time, the consortium will have the option of either renewing or discontinuing the agreement.
